This appeal is the result of another attempt by Puerto Rican plaintiffs to persuade us that section 8 of the Federal Relations Act, 48 U.S.C. § 749, which authorizes Puerto Rico to displace federal maritime remedies with its own compensation scheme for maritime employees injured in Puerto Rican waters, and sections 19 and 21 of the Puerto Rico Workmen's Accident Compensation Act (PRWACA), 11 L.P.R.A. §§ 19 and 21, which limit the...
