Subject matter jurisdiction here is alleged to be federal question jurisdiction under 28 U.S.C. §§ 1331 and 1343(3) and (4). The original complaint in this case was filed on the 20th day of October, 1982. An amended complaint was filed on November 12, 1982 which continued to assert claims under 42 U.S.C. §§ 1981 and 1983 and request relief under 28 U.S.C. §§ 2201 and 2202...
