OPINION

LARSEN, Justice.

In 1978, the United States Congress enacted into law the Natural Gas Policy Act of 1978 (NGPA).1 Under the provisions of the NGPA the Federal Energy Regulatory Commission (FERC) is charged with the duty of prescribing and making effective an incremental pricing plan designed to provide for the passthrough of the costs of natural gas incurred by federally regulated interstate pipelines.
