Plaintiffs below have appealed the circuit judge's order dismissing their suit to contest an annexation by referendum by the City of Kingsport. In this appeal it is insisted that the circuit judge erred in holding plaintiffs were not entitled to a judicial review of a suit in the nature of quo warranto or a review by writ of certiorari.
