This is an action brought under Section 14 of the Food Stamp Act, 7 U.S.C. § 2023, to review the administrative action of the Food and Nutrition Service which disqualified plaintiff's firm, El Tesoro Escondido, from participation in the Food Stamps Program for a period of one year.
