In this declaratory judgment proceeding plaintiffs seek a declaration that the City of Portland and its City Commissioners (city) unlawfully sold a parcel of land adjoining Washington Park to co-defendant Robert C. Warren (Warren); they also seek an injunction ordering Warren to restore the property to its former condition. Plaintiffs contend that the land transfer violated ORS 226.370, Section 3.96.060 of the Portland City Code and certain state-wide...
