MEMORANDUM OPINION AND ORDER

McDONALD, District Judge.

This is a suit for damages resulting from breach of contract. Plaintiff, EPN-Delaval, S.A. (hereinafter EPN), is a Mexican Corporation which manufactures oil industry equipment primarily for Pemex, the national petroleum company of Mexico.
