David Grant Gifford ("Gifford") has been charged in a 20-count indictment with violations of the mail fraud statute, 18 U.S.C. § 1341. Gifford was initially arrested September 12, 1980 pursuant to a complaint issued from the United States District Court for the Northern District of Ohio.
