The petitioner (Upton) appeals from an order denying his petition for a writ of habeas corpus. Upton brought the petition to challenge the legality of his arrest on a warrant issued by the Governor of this Commonwealth in response to a demand from the Governor of Arizona for his rendition to face criminal charges in Arizona. The judge who denied the writ purported to report to the Appeals Court the questions whether a petitioner could be admitted to bail...
