This appeal concerns a claim by the plaintiff against officials for the city of Worcester (city) for attorney's fees under 42 U.S.C. § 1988 (1976). The plaintiff, on behalf of herself and others similarly situated, commenced a class action in September, 1977, for relief against the coercive use of threats of summary arrest and incarceration by local tax collectors.
