On July 13, 1981, Mrs. Angelina Mentis was involved in an automobile accident with a United States postal vehicle. Mrs. Mentis believed the accident was caused by the negligent operation of the postal vehicle and therefore sought to hold the United States government liable for the damage done to her car.
