OPINION BY JUDGE WILLIAMS, JR., September 8, 1982:

Appellant asks this Court to resolve whether or not an appeal from a final assessment under the Act regulating Assessments in Counties of the Second Class1 is governed by the provisions of that Act, or by the conflicting provisions of the Judicial Code.2 We hold that the Judicial Code controls.
