This is a civil rights action, see 42 U.S.C. § 1983, in which the plaintiff Mr. Richard Berndt complains of conduct of the defendants which took place while he was incarcerated in the Cocke County, Tennessee jail "* * * from January 17, 1981 until March 3, 1981 * * *."
