The plaintiffs, Marie Hall and Albert Couture, initiated this case after requesting financial assistance from the defendant, Hillsborough County, for the payment of medically necessary nursing home care. RSA 166:10 (Supp. 1981). The plaintiff, Marie Hall, has since deceased and her case is moot.
