Appellant, Valley Brook Land Development Co. ("Valley Brook"), is the equitable owner of a 21-acre tract of land in East Whiteland Township, Chester County, Pennsylvania ("Tract"). The Tract is situated in an R-1 Residential District as delineated in Article V, Sec. 500, et seq. of the Township's Zoning Ordinance of 1966, as amended (Zoning Ordinance)1 and upon the zoning map.
