OPINION BY PRESIDENT JUDGE CRUMLISH, JR., March 12, 1982:

The City Firefighters' Association of Philadelphia1 appeals a Phliadelphia Common Pleas Court decision which sustained the preliminary objections of the City of Philadelphia and its officers.2 We affirm.
