UNDERWOOD, Justice.

The Vermont Electric Cooperative (VEC) appeals the size of a recoupment award granted it by the Public Service Board (Board). This proceeding was initiated when VEC petitioned for Board approval of a 12.6 per cent increase in rates, which would have produced an additional $665,821 in operating revenues for the test year ending April 30, 1980. This proposed rate increase was to become effective on July 1, 1980.
