INTRODUCTION

This is a petition for attorney's fees. Jose de Refugio Rico-Sorio brought an action to stop the United States Immigration and Naturalization Service (INS) from deporting him. I temporarily restrained Rico-Sorio's deportation but denied his request for injunctive relief. I then granted Rico-Sorio thirty days to leave the country voluntarily.
