The Susquehanna County Board of Commissioners, on behalf of that County (County), in this petition for review appeals an Environmental Hearing Board (EHB) dismissal of several County appeals from Department of Environmental Resources (DER) orders.1 Lyncott Corporation (Lyncott) intervenes.
