The petitioner, Neil K. Sherman, appeals from a decision of the Merit Systems Protection Board (MSPB or Board) which upheld his removal from employment as a civilian employee of the Department of the Army on the grounds of notoriously disgraceful conduct committed while off-duty. The major issue raised by the petitioner is that the Board's finding of a sufficient nexus between the off-duty conduct and the efficiency of the service was not supported...
