Before the Court is an action brought by the Secretary of Labor pursuant to the Farm Labor Contractor Registration Act of 1963, as amended, 7 U.S.C. § 2041 et seq. (hereinafter the Act or "FLCRA") seeking a judicial determination that the defendant is subject to the provisions of the Act.
