The Town of Grant appealed to the district court from an order of the Washington County Board of Adjustments and Appeals which, reversing a contrary decision by the County Planning Department, had directed the county zoning administrator to issue permits allowing Davis & Davis, Inc., owner of a 2.5 acre lot in the town, to construct a specially designed on-site sewage disposal system.
