DROWOTA, Justice.

The State has appealed the dismissal of presentments against the defendant, Wanda Lou Baker, due to both pre-presentment and post-presentment delays in the prosecutorial process.

Defendant allegedly forged a check in March of 1977 but was not formally charged by presentment until eighteen months later, on October 25, 1978. Four and one-half months after the presentment, she was arraigned on March 16, 1979. At her arraignment...
