On July 2, 1968, Charles W. Leigh ("Leigh") and Leonard Allen ("Allen"), then police officers with the New York City Police Department ("N.Y.P.D.") were indicted on state criminal charges of conspiracy to accept bribes from gamblers as a consequence of certain electronic surveillance.
