SOFAER, District Judge:

On the morning of December 20, 1976, Blase Bonsignore ("Bonsignore"), a 23-year veteran of the New York City Police Department, shot and severely injured his wife, Virginia Bonsignore ("plaintiff"), and then committed suicide by shooting himself in the head.
