The above captioned matters were tried to the Court, sitting without a jury, on February 14 and 15, 1980. The trial transcript was filed into the record on March 25, 1980. Post trial briefs were filed in June of 1980. At the trial on the merits, only two of the four above captioned cases were litigated: Civil Action No. 76-2702 and Civil Action No. 76-2700...
