This is an action brought under 42 U.S.C. §§ 405(g) and 1383(c)(3) to review a final determination of the Secretary of Health and Human Services ("the Secretary") that denied the plaintiff, Hiram Toro Arroyo, applications for a period of disability and disability insurance benefits, and for Supplemental Security Income ("SSI") based on disability. The plaintiff applied for these benefits on June 2, 1979...
