This is an application by five Japanese seamen to quash subpoenas issued by the United States Coast Guard in connection with an investigation by that agency into the grounding of the M/V RYUYO MARU NO. 2 on November 8, 1979. The seamen have refused to testify, asserting their Fifth Amendment privilege against self-incrimination.
