MEMORANDUM OPINION AND ORDER

This is an action under § 10(b) of the Securities Exchange Act of 1934, as amended, 15 U.S.C. § 78j(b), and Rule 10b-5 promulgated thereunder, 17 C.F.R. § 240.10b-5, for damages to the plaintiffs due to the defendants' alleged fraudulent conduct regarding grazing rights in connection with the sale or purchase of securities.
