At issue is the validity of the actions of a School District administrator and the governing Board of Trustees (Board) in (1) establishing a requirement that absent teachers submit doctors' certificates in order to make use of paid sick leave benefits, and (2) docking the pay of teachers who were absent and did not submit such certificates.
