Thomas, a prisoner incarcerated in the New Jersey State Prison at Trenton, against Christopher Dietz, Chairman of the New Jersey State Parole Board. Plaintiff alleges that at the time he was incarcerated on April 21, 1975 his parole eligibility date was set at July 28, 1981.
