These two class actions were filed pursuant to 42 U.S.C. § 1983 by inmates of the county jails in Union and Middlesex Counties seeking a remedy for allegedly unconstitutional overcrowding in those two institutions. Injunctive and declaratory relief is sought. They are represented in both suits by the New Jersey Department of the Public Advocate.
