The plaintiff in the captioned action is the father of Joseph Johnpoll ("Joseph"), an infant below the age of eighteen (18) years. In his complaint the plaintiff alleges that the defendants, in their capacity as employees of the New York City Board of Education, have denied to Joseph his constitutional and statutory "rights to a decent education .....
