Plaintiff, Hubert Beach, appeals as of right from an order issued by Washtenaw County Circuit Court holding that three petitions for referenda submitted by plaintiff were invalid and that defendant City of Saline, therefore, had no duty to submit the propositions contained therein to the electorate.
