Five of the plaintiffs are New Jersey residents who reside in a legislative district represented by one of the plaintiff Senators. The twenty-four defendants are or were members of the New Jersey State Senate, and one of them, the Honorable Joseph P. Merlino, also serves as President of the New Jersey...
