BOSLAUGH, Justice.

This appeal involves three declaratory judgment actions brought to determine the validity of Neb.Rev.Stat. 9-146 (Supp.1979) of the Nebraska Bingo Act. By stipulation, the actions were consolidated in the District Court.

Section 9-146, as originally enacted, provided that not more than 10 bingo occasions per month per license could be held at any one premises. Neb.Rev.Stat. § 9-146 (Cum.Supp.1978). A bingo occasion is a single gathering...
