This case comes before us on a petition for certiorari from a decision of the State Board of Elections which sustained a determination by the Woonsocket Board of Canvassers and Registration that rejected a declaration of candidacy for the office of Mayor of the City of Woonsocket proffered by petitioner on August 23, 1979.
