A local union's business agent, apparently on direction from the international union's president, signed a binding project agreement on behalf of the local, even though the local's membership had unanimously declined on two prior occasions to participate in the project, and despite the presence of a provision in the parent union's constitution that collective bargaining agreements must be approved by a majority of the affected local.
