The defendant, Cathy Scarborough, was convicted of obstruction of the mails, in violation of 18 U.S.C.A. § 1701, by Magistrate Scuderi after she waived her right to be tried by a district court judge or by a jury. She appealed the judgment of conviction to this Court under Magistrate's Rule 7(b),
