Derrow, a state inmate at the Floyd Correctional Unit, has brought this action pursuant to the Civil Rights Act of 1871, 42 U.S.C. § 1983, asserting his entitlement to mandatory parole release as provided in § 53-251.3, Code of Virginia (1950), as amended.
