This is a pro se employment discrimination action brought by Climertine Gibson against the State of Wisconsin Department of Health and Social Services ("DHSS").

The complaint alleges that in 1976 plaintiff applied for a position as a probation and parole agent with the DHSS and was placed on a waiting list. On April 21, 1978, plaintiff saw an advertisement placed by the DHSS seeking social worker applicants...
