Walter Frazier brought an action against Center Motors, Inc., a used car dealer, and Franklin Investment Co., Inc., a finance company which financed the sale,1 for alleged violations of the Truth in Lending Act, 15 U.S.C. § 1601 et seq., as implemented by the Federal Reserve Board's "Regulation Z", 12 C.F.R. § 226 (1977), in connection with the sale and financing of a used car in November 1972....
