Defendants City of Chicago (the "City"), Richard Brzeczek ("Brzeczek"), M. Michelborough ("Michelborough") and J. Baldridge ("Baldridge") have moved to dismiss the Second Amended Complaint (the "Complaint") of plaintiff Ramon Magayanes ("Magayanes").
