This is an appeal based on an action arising under the Firemen's and Policemen's Civil Service Act. Assistant Arson Investigator Duckett is appealing an order from Houston Fire Chief Rogers suspending Duckett for seven work days because of misconduct in disobeying orders of Fire Marshall Greer.
