On January 31, 1978, the Montgomery County Council1 (the Council) adopted Resolution No. 8-1774 granting an application (G-79) for a sectional zoning map amendment, which had the effect of rezoning three parcels of real estate from R-90 (single family residential) to C-1 (local commercial) and R-10 (multi-family, high density).
