Plaintiff Louis P. Font graduated from West Point in 1968 and was commissioned at that time in the Regular Army. In April 1971, then a first lieutenant, he was discharged from the Army honorably, and with entitlement to severance pay to be determined by the Comptroller General. The General Accounting Office later ruled that such pay should not be awarded...
