BOGDANSKI, J.

The plaintiff, a recipient of welfare assistance, applied to the department of social services for a moving expense payment. When the application was denied, the plaintiff requested a "fair hearing," pursuant to § 17-2a of the General Statutes. The fair hearing officer affirmed the denial, from which decision the plaintiff appealed to the Court of Common Pleas.
