This is a civil action pursuant to 28 U.S.C. §§ 1346, 1361, 2201 and 2202, requesting injunctive relief ordering the defendants Civiletti, the Attorney General for the United States, and Carlson, Director of the United States Bureau of Prisons not to accept custody of the plaintiff, a state prisoner, unless there is a specialized treatment program available for him in the federal prison system...
