OPINION BY JUDGE CRAIG, August 9, 1979:

Section 440 of The Pennsylvania Workmen's Compensation Act1 provides that reasonable attorney's fees shall be awarded to a claimant who prevails on a contested claim unless the record discloses a reasonable basis for the employer's or insurer's contest.
