On June 1, 1975, Officer Tom Taylor of the Pierre Police Department received an order from the Pierre desk sergeant to proceed to the City of Fort Pierre, South Dakota, to investigate an accident involving a personal injury. There was no law enforcement officer on call at that time in the City of Fort Pierre.
